As a key component of the national "AI+" initiative, CNIPA’s scenario selection process aims to leverage computing power and technological innovation to comprehensively enhance the efficiency of IP services. The 18 selected scenarios are distributed across 12 provinces and municipalities, including Beijing, Shanghai, Jiangsu, and Zhejiang, forming a smart IP service network covering key regions nationwide. This initiative provides a fresh framework for strengthening China’s IP infrastructure.
In practice, regional projects exhibit diverse development patterns, aligning with local characteristics and industrial strengths. Beijing, endowed with abundant university resources and a cluster of tech enterprises, focuses on overseas rights protection and collaborative innovation in future industries, establishing an internationally oriented IP protection system. Shanghai, leveraging its financial and tech integration advantages, explores a large model-based system for dynamic patent infringement analysis, offering intelligent decision-support for IP protection. Meanwhile, Jiangsu and Zhejiang, as core areas of the Yangtze River Delta, have taken the lead by launching multiple AI agent platforms, delivering full-spectrum intelligent services—from enterprise innovation evaluation to five-dimensional trademark brand management—demonstrating robust momentum in regional collaborative innovation.
Notably, provinces such as Hebei, Guangdong, and Xinjiang have achieved deep vertical applications of AI in their respective areas of strength. Hebei has developed a specialized AI system for IP protection targeting its traditional chemical industry. Guangdong, with its vast manufacturing base and complete industrial chain, has built an intelligent protection platform covering the entire copyright lifecycle. Xinjiang, drawing on its regional features, has created an inclusive IP service system tailored for small and medium-sized enterprises, effectively narrowing the service gap in different regions.
This construction of national public IP service application scenarios represents a concrete implementation of the "AI+" action guidelines, aiming to promote the deep integration of AI throughout the entire chain of IP creation, utilization, protection, and management. As core technologies such as large models and AI chips continue to break through, AI-empowered IP services have moved from conceptual exploration to scaled application, providing technological support and innovation momentum for building China into a strong IP nation.
According to the plan, these 18 pilot projects will enter a one-year construction cycle, during which strict process management and data security oversight mechanisms will be implemented. By establishing a scientific evaluation system and standards, the safe and reliable application of AI in IP services will be ensured, truly transforming technological dividends into service efficiency. This will create replicable and scalable experience models for the intelligent transformation of IP services nationwide.
